Is there anyone who has a neck turning service? I would like to see what it would cost to have 300 pieces of brass neck turned vs. buying the tools to do it myself.

You would probably be better off buying the equipment and doing it yourself. There is some time involved and by the time you pay for shipping you could have payed for everything and done it yourself.

Or you can go the cheap route, and hook up a Forster neck turning unit to a small drill. Then you have a mechanized neck turning, and trimming unit in one for not too much money. But you still have to de-burr the inside of the neck; and for that, I just put the de-burring tool into the drill, and can inside neck deburr cases at a rate of about 50 per minute.
