Yes, the expander is required, it ensures a uniform cut, a non bushing die is also required to size the entire neck down prior to expanding, like I said its not a waste of time, but it is a time consuming process, concentricity will go to nil because the neck walls will be the same thickness all the way around, if you get the 21st Century kit it will also cut into the shoulder slightly, this is important bebause that will elliminate donuts from forming.
