If you are talking about the federal govt the books by Kathryn K. Troutman are pretty good. Most public libraries have her books. It will be much cheaper to use her book than to pay someone else to write it for you. I had great results using her book.

Check out usajobs.gov
You can become a member and store up to 5 resumes tailored to what ever. It doesnt build it for you, but its a good format that is easy to understand. It takes a little while to complete your resume. But it worked for me to become a federal law enforcement officer on Fort Lewis.
