This is my first time getting a barrel changed so I want the job done well and well priced. I am hoping to have it in 6.5 cm with 28in bbl 1:8 twist. with a heavy palma contour?

Well priced is a state of relativity, well priced to some may be expensive for others and so-forth. Barrel wise, depending on the smith', you will be able to have something done to your liking like you specified. American Precision Arms, GA Precision, Southern Precision (Bugholes.com),etc. are great gunsmiths and many here have good experiences with them. Look them up and/or contact one of them. If not, keep looking

I'll be going with Crecent Customs. Moon seems to be a good dude, and comes highly recommended by someone I trust. To me his pricing seems very reasonable as well. Just be prepared to wait a few months.

I just had a remington 700 .308 blueprinted and a bartlien barrel installed by a local gunsmith named Ron Roark in Newberry park, CA. His work was amazing! I bought all the stuff myself and dropped it off and he was able to complete it in a week and a half. He is a retired Sheriff officer/range master/Armor. A local police department is having him build them 5 rifles for there SWAT team. He also build 70% of the rifles that are used at the local long range rifle range. I can not speak more highly of the guy, a great guy. I would give him a call and see what he can do for you. Find the components and buy them and ship the rifle to him and you will have a rifle a couple of weeks, not months. PM if you want his info, here are a couple pictures of my rifle.
You might also want to look at Russell over at Scout supply company. He's an excellent smith as well as a great guy and would definitely be able to help you out.
I suggest you look locally first.

If you can get a hold of a barrel, the Long Rifle Inc group buy that Chad Dixon is putting on is your best bet. Not only is he one of the best in the business, it will be very affordable too.

Check Bug Holes for build supplies,he gets stuff in all the time. Just got a 6.5 barrel from him
See my sig line. While I agree that it's good to look local, you may not be able to get from other gunsmiths what Russell can give. Not in terms of price, but in knowledge. I'm new to long range shooting and custom rifles too, and he has been very helpful. He's willing to listen to all of my questions, and actually answer them, no matter how many times I ask, or how dumb the question may be. There's a lot to be said for that, especially at the stage you're in now. Sure, you can probably beat his price in the group buy, but is that gunsmith going to spend the same amount of time with you making sure you understand what you need to know. (mind you, I do not know anything about the group buy/gunsmith besides what I've read in this thread).
+1 for High Speed Shooting Systems. JD does good work. I have had him do 3 rifles for me plus a number of other things.

If you use this guy you'll run into nothing but problems. Your rifle will be delivered in a few weeks,(Problem- I'm supposed to wait months not days), you can get Chad on the phone if need be (Problem- the gunsmith is supposed to be available when ever he feels like it--it's a privilege to speak to the smith, right), the rifle will shoot better than expected (if the gun doesn't shoot- it's you), you'll get it at a very good price (you should be proud to have X smith/company even consider taking your money right now), the fit and finish is superb
So, what's the problem...after shooting your new rig from Chad, you won't have enough money to get the number of guns you'll want and the primary issue...you'll get the gun back, fall in love with it and won't be able to shoot as often as you want. In this political environment, I can't get enough ammo or reload fast enough.
