Are there any shops or gunsmiths in the Southern California and/or Las Vegas area that can laser engrave or stamp some serial numbers onto some home built receivers?

A jeweler can do the work if you stay there the whole time and "watch" to make sure it never leaves you possession.
Randy Cain is in CA somewhere, he can probably do the job and he's known around here for EXCELLENT work.
TacOps is in LA, they might be able to do it for you. Mike R is a member on here, I think he goes by "Black Ops" if I'm not mistaken. Their work speaks for itself as well.

Give a call to Bullberry Barrel Works in Hurricane Utah (about 1.5-2hr drive from vegas) http://www.bullberry.com/ they have a laser engraver that can do about anything, even put your photo on them.
