So I’m not sure where to post this, but if I had an idea for an invention that would help shooting long range and/ or with teaching the fundamentals of marksmanship, who should/could I talk to? Would I be better of building a prototype?
 
  1. Research to see if there's a patent on something like what you're thinking about making or if the idea has been tried and abandoned
  2. File provisional patent
  3. Build prototype
  4. Test prototype
  5. Have working prototype ready for people (industry leaders) to provide feedback on and be ready to pay for feedback because time is money
  6. Refine your prototype or pay people to refine it
  7. Sell product on your own by contracting a manufacturer to produce parts or license the finalized design

Do you have the means and ability to do so? If the answer is yes, then you need to decide- if you do this and are a go, do you need to partner up? If so at what point? Capital, production, design, marketing, fabricating, testing, etc.
If so who would be the best option for each/ all step(s)? What need would it fill specifically? How is it different (or better) than x.
Once you still decide it's a go, swing for the fence. Patent process (as mentioned above) before partnering, and dedicate to it. Every person, entity, contractor, etc is potentially a liability or competitor, or best ally.
Fortune favors the bold, but poverty favors the unprepared.

1. Hire a consultant to explain to you how it's a useless idea.
2. Don't write anything down, don't file any paperwork.
3. If the thing has any value, the consultant will sell it to a 3rd party who might bring it to market, saving you the troubles & headaches.
