I would soak a cleaning patch in some MEK and push it down into the bore. Let it set there for a bit and then it should soften up enough to brush it out... depending on how thick it is, I am not sure I would shoot it, it is surprisingly easy to bulge a barrel

I would check with the people that did the work. But Gas Light may have experience with cerakote I do not.
