M700 with 20moa base and medium Palma contour barrel. Which height of Spuhr mount will I need. Barreled action is currently on a KRG Xray using vortex 35mm rings (can't remember what height) but it looks like they will be too low for the AIAX.

You failed to mention what scope you have to ocular size is still a mystery but on a full rail 1.4" is usually the standard
Not a Spuhr, but I am running Nightforce 1.375" rings on a Defiance with 30 MOA rail in an AX chassis with S&B 5-25x56. Plenty of room above the rail even with Butler Creeks. 1.4" will be more than enough.
