It looks effective to me. The navy is worried about swarm attacks, from dozens of small Iranian boats. Apparently this is their answer.

It looks like a cross between a Las Vegas monorail and some kind of half-assed Imperial shuttle.

A probable predecessor was often seen on the west coast, both in California and Oregon. The operators would not answer questions when quizzed at a fuel dock.
The arms/pontoons go out in smooth water, but come in to raise the cabin off the water in rough water. I am sure they are fast, with such low wetted surface.

I usually see it in the dock under the bridge. It is tough to get a pic driving over the bridge and taking a picture with the other hand. But I will see what i can do.
