Seating a bullet from the ogive wouldn't be difficult at all actually. You just need a seating stem that is .300 diameter for 308 for example. They probably don't do it because it would require a pretty long stem to accommodate the VLD bullets, which might call for a longer die. They would most likely have to retool for every caliber, and that can get quite costly. As far as the powder drop goes, I know of no fail safe powder drop for cylindrical powders, since the volume taken up by the powder can be variable based on how it sits in the chamber. Trickling is the only solution.
