When you do a form 1 does it matter for future use what kind of upper you put on it ?
ex: I have a 16in AR-15 and want to build a 9.5" upper for it. Can I, after the form 1 comes back then also make a 12.5" upper for it and swap uppers ?

No. Once it's on the registry it cannot be taken off.

So I guess that once I send off my form 1 I should make it for the shortest barrel they make for registering and then if I change my mind I can always make and swap a longer upper on it ..
Is my thinking correct ?

Shortest barrel you think you might run ..... 5 inch 22 barrel or a 9mm barrel make for great fun. And reason for making "all legal purposes"

AR15 lower is one of the best moves for SBR for the cal. changes that can be done with the upper. DO IT.

If it is a factory SBR you may be able to sell it in state. Out of state will be next to impossible, and if you have form 1'ed the gun it will be tough to sell as people dont want your name engraved in the lower. To me it is a moot point because AR lowers are so cheap and a dime a dozen these days. If cost is a big issue get a Palmetto State Armory lower for $60. With the stamp the cost will be $260.

Cost is never an issue when having fun, but I might also suppress it . I think I'll buy an aftermarket barrel to cut down and sleeve the front to give me 16 like I did on my M&P

The ATF can remove an item from the registry. They've done it in the past. I'm not saying that they can't/won't change their opinion on the matter in the future, but I've had items registered on a Form 2 removed and I've seen Form 1 items removed several times.
