I have seen pics of other T4s that have a relief groove in the comb for this problem. Is this something I can do myself? I've got quite a bit of experience with woodworking. I just don't know how the material will machine, I would thank that a carbide router bit would do fine. I sent an email to Manners this afternoon but I guess they had split for the holiday.

My Manners T3 had the exact same problem. The relief groove for bolt cycling was not milled into the stock, so the bolt would hang up when retracted. As a machinist I have worked on fiberglass and it cuts just like anything else, pretty easily actually. If you want to go in yourself and do it I'd recommend a 7/32 endmill and taking the groove about 1 1/2 inches back. However, I don't recommend doing it at all in case something goes wrong and you're stuck with a fucked up stock. VERY aggravating after spending 800+ bucks on a stock, I know, but I sent mine back to manners and had it a week later.
