It depends on your scope.

Some are called FFP (front focal plane) and the mildots change size as you adjust the power, these can read on any power setting.

SFP (Second focal plane) scopes will "typically" range on the max power setting. For example, a Leupold 4-14.

Cost, manufacturers have put a hefty premium on the FFP. Also, they are harder to see at low power and sometimes cover to much target at high power, so there are times that SFP is better.

Go to www.vortextactical.com and check out the new Viper PST scopes, they are breaking the mold and making a decent FFP scope with mil reticle and mil knobs for under $1,000.

Adjust your scope's zoom. If your reticle gets smaller at lower power, you can range at any distance/power. If it does not shrink or grow, the manufacturer will probably suggest 10x/max for proper ranging.
You should also test it at 100M, 200M, 300M etc to verify it's accuracy and movement. Be sure to work it in before using it. When you mount it, there is also a way to insure you have it mechanically zeroed in the rings before placing the top ring on and tightening it.

Not trying to be a smartass, but if you can after you decide if you want a second focal plane or first, invest in at least at a low end laser rangefinder nikon and bushnell are great. belive it or not and both offer comletely waterproof models for less than 300.00 you dont have to buy a 7 to 8 hundred dollar rangefinder to get good preformance.
