Suppressors NFA trust question

Hypothetical:
A sole proprietor SOT retires and a PRE-86 Dealer's Sample reverts to the former SOT's personal collection.
Can that PRE-86 DS be put into a new NFA trust?

no, that would be a transfer... and it can only transfer to another SOT, or agency
