Nighthawk Custom 308 on Surgeon 591 action, how much is it worth?

I've got the opportunity to purchase a Nighthawk Custom .308. Here are the quick specs:

Surgeon 591 Action
Broughton 5C 1:12
Manners MCS-T4A
Jewell trigger
6 AI mags
Fitted Storm Case

I'm not a big bolt gun guy, but I would like to have one nice one in the safe. How much do you think a package like this is worth? Assume it's in mint condition.

That is about $3500 in parts if you could get them plus the smith work it would take to put it together. For me, final value would depend on round count.
