Npr and pbs defunded?

I hear you, however let me ask you this; when have we ever seen the government cut spending on anything? All I have ever seen is them increasing spending. Why when congress passes a 'continuing resolution' there is an increase over last year's budget? I think if they can't do the one thing they are supposed to do (pass a budget) then a continuing resolution should be reduced from last year's spending in an amount greater than the inflation rate.
