IIRC the Kenyan bloated many staff positions and made many permanent position where they were on rotation at the President's discretion.
Trump was handicapped by that and by the repukian party not helping his transition into office. Paul Ryan should smoke turds in Hell along with a bunch of others. Jeff Sessions comes on that list.

Show the real numbers of the "draining" though....that article includes those that are just going from 1 sector of the swamp to other sector....
