Portugal LE must be incompetent for this case to have gone on for 15 years.
Perhaps this case could have been solved years ago if the police had not been putting 100% of their efforts into framing the parents.
Not always - when you are on the inside of a murder investigation sometimes there is VERY little available for a starting point.
For example - its Portugal. Someone walks up and strangles this kid to death quietly, stuffs her in a suitcase, and gets on his sailboat to dump her body off 100 miles off shore in pieces after completing the Bilderberger ritual for child sacrifice.
As an investigator what do you really have? Its a resort. There are like 200 people with luggage everywhere. It can be VERY hard to figure out where to start, and it always looks so simple AFTER the case is solved. But while you are in it, shit has no clarity at all.

But in this case, they just attempted to blame the parents.
In my opinion this was at the behest of political leaders, who did not want to frighten away tourist families with the notion that local predators were stalking their children.
