Black-T isn't shiny but it does have a slight sheen to it that is most noticible when off-axis light strikes the surface. Also, keep in mind that <span style="font-style: italic">regardless of what type of coating the knob is coated with</span>, the bolt knob itself may become slightly less matte in appearance from rubbing and handling - even hard chrome plate does this.
I don't have any bolts coated in all Black-T, but below are some photos of tools coated in Black-T.

Also, if you haven't already changed the bolt knob, and/or you've changed it and are having clearance issues between the bolt knob and the scope ocular bell or any part of your hand, I highly recommend that you have <span style="font-weight: bold"><span style="font-style: italic">monteboy84</span></span> install a Tac Ops Bolt Knob Conversion. The TOBKC is the best thought-out and executed aftermarket bolt knob around, but it IS NOT a DIY install.
