Portland cops have been on the side of scumbags for years. They worked to cover up an antifa murder during protests a few years ago. Their investigation concluded the murder wasn't really a crime and they did not intend to arrest anyone. US Marshall's went after the killer in Washington state later.

Portland the city itself is in such economic decline now it may not ever recover. OR State Gov. just threw the city away, and willingly uses it as a national theater stage, and they have ZERO problem letting Portland city be burnt to the ground all for National Party political agenda.
It also pretty Wild that City of Salem OR. the capital, and State Gov, that sits south down I-5 an hour+ drive. OR. State Gov. enjoys a buffered life away from the limelight for the most part, while Portland is sacrificed .
