Powder differences

Ok so I have 2 different powders pushing the same bullet the same speed out of the same gun. My question is what would make one more accurate than the other? I’m thinking barrel harmonics but thought there may be more to it. The powders are H322 and CFE223 in a 6.5 Grendel with 130 Berger OTM
 
Burn rates? I'm guessing here. According to 6.5guys, accuracy is relative to achieving the same speeds with differing powders and there shouldn't be much difference.
 
I tried varget in the Grendel but got dismal velocity. I loaded a ladder of each 322&223 through the nodes I had found. 8 shots over a .4 grain spread. The 322 resulted in a 5 moa group the 223 in a 2 moa group. During the first test the velocity was almost identical through the node but the ladder (40* cooler) the 322 held the velocity but the 223 lost almost 100fps. I have about given up on trying to get this gun under 1 moa.
 
Dont have one myself but in my reading it IMR 8208 xbr is always the preferred powder.

What barrel is it? If its crap then maybe youve hit your point of diminishing returns.
 
It is a 1:9 black hole weaponry 18”. I haven’t tried the 8208 but I was hearing that it worked great with lighter bullets but 223 was a better option for the heavies. It’s to the point now where it’s minute of deer and I’ll just let one of the girls use it during season. Was really just curious what would make the difference between the powders since they were running close to the same speeds.
 
The peak pressure could be achieved in a different point in he burn. The same velocity doesn't mean the same peak pressure or pressure curve. I've only used Varget in .223 for 77 SMK and Berger 82's. For light bullets I don't like it.
