You must know that it is a common practice, for 5.56 and virtually every other cartridge in use today. And, you wonder why?
I use one for every cartridge, not just 5.56 or 223Remington. The reason as is suggested by the description of the tool; to UNIFORM the primer pockets so that the distance to the flash hole is consistent. The other consideration is that the primer is seated below flush, which can be difficult without considerable pressure, on some brass.
