Try a different scope, then try a different base if the result is the same.
I owned one High Quality base that wa OUT more than .005 on one side. In other words the base slots were cut off-center or slanted.
You could also true the slots on the existing base yourself with a file.
Might want to check the ring alignment and also verify the scope tube isn't bent. You can rely on Sako not to have drilled the base mounting holes off center. If using Opti-lok ring set, be sure the rings are aligned, can be tough to get them aligned the way they fasten to the base.
