Rifle Scopes PRW Ring Problems, help

Get the gun level, get the scope level, tighten, and no matter what, when I tighten the rings, scope cants upon tightening. I've tried exact turns on each screw, corner to corner, get the scope in place with front ring, tighten back ring, vice versa. Was about ready to wrap 30-06,PRW Rings, and Leupold around tree. Any trick to this? I've mounted lots of scopes, and this one is kicking my butt. Also, both rings are dead nuts in line. Thanks in advance.

Are you using the feeler gauge method to level? If not, look it up.

Feeler gauge method works the best by far... BIG +1 for that!!

Yes I am, and all is well till las few turns. Using a torque driver, and putting 15 inch pounds of torque. I guess I'll just keep messing with it. Thanks guys.
