is there a point of impact shift on Q3131A versus say m193 out to 400 yards? or would it be relatively the same as in center mass hits to that distance?

3131A is Winchesters M193 spec.ammunition.The A denotes it was made in Israel under contract.It is M193 spec which means 55gr at 3200-3250 FPS. I can't tell a difference between it and XM193 shooting irons on E types but you may note a slight difference in a bolt gun.

while we are on this subject.
I can pick up a case of PMC bronze for $369..would picking up some M193 be better/more accurate? or would the PMC be better as far as 100-300 yard plinking rounds go?

PMC is fine for the use you are asking about(plinking). It is clean and accurate. I shoot lots of it. M193 spec is more for SHTF use. It is weather sealed and quite a bit hotter than any commercial .223 (3250fps versus 2800). With a FMJ bullet it is velocity and fragmentation that cause the terminal performance most people are looking for. M193 will usually break into a couple of pieces at the cannulure and create a large wound channel. Other FMJ make the knitting needle wounds.
For shooting paper PMC is just fine and $369 is a great price for 1000 rounds right now.
