Quenching after annealing?

Is it necessary to quench brass after annealing? I recently built a annealing machine using 2 torches. On Hornady .308 brass 4 seconds is getting a melt on tempilac at 700 degrees. Does it need to drop into water or will air cooling accomplish the goal?


Thanks in advance for any info.
 
Quenching brass does not make it harder like it does steel. Ive done both with similar results... minus drying the cases when using water.
