Question please help

Before I lose it, would someone please tell me the meaning of the random "&quot" all over the forum?
Trying to figure has me baffled. I admit to some simple mindedness, but this is downright irritating sometimes.

Nothing to do with reloading, but I think &quot is a fragment of XML or perhaps HTML coding that gets copied and pasted by mistake. See: XML - Wikipedia, the free encyclopedia

It happened after the recent upgrade. It is where a " " should be
