Is this a "MIL" scope only, or is it available in MOA too?

Both. The MOAR reticle is MOA with 1/4 moa adjustments.

My MOA ATACR has a total of 134.75 moa, 113.75 up & 21 down.

That's an insane amount of travel, and 14.75 over spec as well. How many moa base are you using and what is your zero distance? Sounds like the dream ELR scope.
