Got a sightron 8-32 and put on my 308 for ftr this year. Our range owner decided to close the range. We found some more land and won't have pits up and running for a while so we are going to have long range steel matches. Is the moa2 reticle accurate enough to range with and if so how do I go about doing it. Will be shooting out to 1000 on 19 inch targets.

You need to figure out which power the reticle actually works on that scope, because it does not work the same at all magnification.
Then ...
Size of Target in Inches, X 95.5 divided by Size of Target in MOA (through scope) will give you the range in Yards.
If the scope is not True MOA but IPHY you can change 95.5 to 100.
But you need to know what power the reticle is actually accurate.
