I have a PVM-21 and it I like it. It consistently "reads" and displays the velocity regardless of conditions (cloudy, sunny, low light, ect. Within the time I've used it (2+ years) it appears to give accurate, consistent readings. I say <span style="font-style: italic">"it appears to give accurate, consistent readings"</span> because I don't have an Oehler 35P to shoot alongside it for comparison and calibration. I did compare the velocities <span style="font-style: italic">once</span> on a sunny day between my PVM-21 and an old Oehler 35 (the non-printer model of the 35P) when I first got my PVM-21 and there was an old-timer benchrest guy whom I asked to shoot some FGMM through my Tac Ops X-Ray 51, and the chronograph readings were pretty close.

I really like my PVM-21 but to me it does share a weak point with all other non-35/35P chronographs - it doesn't have a <span style="font-style: italic">"Proof Channel"</span> to cross-check it's readings against. It's also not nearly as consumer-friendly when run off the battery (you have to attach a pair of alligator clips to a small external battery, where the 35P has uses an internal 9V battery). <span style="font-style: italic">"WTF, over".</span>

I don't have any experience with the CED M2, but of the sub-Oehler 35 / PVM-21 level chronographs it seems to be the most accurate and reliable. It's hard to say though, as I've never tested a CED M2 and the CED M2 doesn't have a Proof Channel either. That said, if I were in the market for a chronograph today I would either buy a 35P or a PVM-21.

At any rate - and I know I'm probably going to catch Hell for saying this, I'd stay away from <span style="font-weight: bold"><span style="font-style: italic">all</span></span> of the <span style="font-weight: bold"><span style="font-style: italic">"Shooting Chrony"</span></span> chronographs. They were crap from the beginning and still are, whereas in it's day the 35P was the best of the consumer-level chronographs and is still one of the best, if not the best. I wish that the PVM-21 had a Proof Channel or the 35P had the infrared sensors and faster CPU of the PVM-21.
