I have Lake City LR brass, 165gr Nosler Partition Spitzer bullets and IMR4064. Nosler's reload data states that their tested O.A.C.L. for their Partition Spitzer is 2.770 and the MAX S.A.A.M.I. O.A.C.L says 2.810. What should it be? This will be for my Rem. 700 308 Tactical.

Factory Remingtons are notoriously deep throated, so you ~might~ be able to load longer than book spec. The thing is, without an OAL gauge you cannot know precisely just how deep the throat (freebore) is and where the rifling starts. Until you can measure and verify that, you risk damage and/or injury by loading beyond manufacturer's recommendations.

Your main concern is mag length. Your rounds have to fit inside. On my Remmy 5R the mag is 2.850 in length. If you have a aftermarket mag it might be a little longer but not much. But to be honest, I've never seen a M700 that wouldn't shoot well with rounds loaded to 2.80 when everything else is right.
