Yes. Reduced loads work fine with good shot placement. I've had customers take deer with my reduced 7mm-08 and 243 loads. With a TSX you will get a clean pass through and decent expansion. This picture second from the bottom was one of the deer taken.

Yes, and they worked very well in our 30-06. We used 130gr bullets and H4895 powder and the boys killed a number of deer as they were growing up. All were one shot kills and the bullets went through the deer.
The reduced recoil load make it very manageable for small boys to shoot the regular hunting calibers. Hodgdon's web site has a fair amount of reduced recoil load data.

Manageable and effective, given reasonable marksmanship and judgement regarding distances. I'd draw the line before getting very far beyond 100yd.
