Are the Remmy 700 SPS-Tactical and PSS the same contour barrel?? (in 308)just different lengths? Would they be the same thing if the PSS was cut to 20"?

yes, sps tactical, varmint, pss and 5r are all the same contour.
If you cut a pss down it would be the same just a different finish on the steel.

Just last week I spoke with someone from Remington and had asked them if the PSS and the Varmint SPS barrels were the same diameter and such. The guy said that they were different and that the Varmint was slightly bigger diameter and thus a little heavier. That is what I was told but don't know if I believe it.
