Rifle Scopes Ring movement in a picatinny rail. Normal?

I've got an egw picatinny rail sitting on top of a remington 700. I have burris xtr rings. If I am taking off the scope or putting on and the rings are not tightened down they will shift front to back (muzzle to butt) just a little. Maybe an 1/8"? Is this normal? If it is, am I supposed to lock it down with it shifted all the way to the rear when it's in the slot or all the way to the front?

Right now I have it shifted all the way to the rear in the slot and cranked down.

The other factor involved is that the burris xtr rings were also designed to fit weaver mounts. The weaver mount cross slot is slightly smaller in dimension than the pic rails so there is a little more play. Move the ring as far forward in the slot towards the muzzle, torque them to spec and you should have no problem.

1. Get rid of the Burris rings.
2. Buy a set of Badger's
3. Push forward while torquing to 65 inch pounds.
4. Enjoy gear that won't fail.

Out of curiosity, why push the rings as far forward as possible instead of to the rear?
