Rings and bases for Remington LA

I have a Leupold 4.5 - 14 x 50 ERT scope ordered for my model 700 long action. I am new to the tactical game and have no experience with picatinny rails and tactical rings. I intend to shoot my .300 wm until the barrel melts. Are the picatinny rails and tactical rings necessary and does anyone have an idea how high the rings should be?

Thanks Tucker. Does anyone have an opinion about using two piece bases?
