For an M1A using mil brass I think 40 grains is getting close to the edge of a compressed load and pressure. I think maybe RL-15 is not the best powder to use for this weapon if you want to get higher velocity out of it without hurting the rifle or more importantly yourself. Have you looked at IMR4895 or Winchester 748 both should get you to about 2,600FPS and still not be too hot for your gas gun.
