Building a rifle from the ground up can cost you some money and I don't know that $1500 will cover it. Really, if you figure about $1K for a custom 700 type action and about $600 for a Krieger barrel (after all is said and done), you're over $1500 into it and you still don't have a bottom metal, trigger or stock.
A good way to get into it would be to just get a used 700 and build on that. New actions go for around $400. You don't NEED a super duper action to shoot long range. Lots of really accurate rifles have been built around Remington actions. If you just want to start with a Remington action, you can just buy a complete SPS model for around $600 and just shoot it. Then you can add to it as funds become available.
I started with an SPS Tactical. I got the rifle for $600. It was a tack driver. Still, I wanted more. As time went on, I added a Wyatt's detachable magazine. That was $300 with a 5 and ten round mag. I got a PSS pull off HS Precision stock for around $200. I then added a Timney trigger for around $100. My last addition was a Krieger barrel. That ran me about $600 for the barrel, chambering, cutting, fitting, etc. So...I have $1800 in my rifle all together.
