Gunsmithing ruger 77 action

I have an idea for a new build and I need to know if I am being realistic with expectations. Building off of this action isn't my ideal choice, but I have a Left Handed m77 in 7mm rem mag that shoots 2 moa groups and that pisses me off. I am wanting to turn it into an ELR tac driver. So here are some questions that I have been tossing around before I commit the money and time to this build.

1) I have found the McMillan a-5 stock will work with my left handed ruger m77 action, are there any other compatible stocks I should consider?
2) Is there a way to modify the action to accept a detachable magazine, and if so are there any magazines that will feed the 7mm rem mag.
3) What twist rate should I be looking at to stabilize the heavy .284 bullets
4) Do you have any recommendations for a gunsmith in Colorado

PS, No need for the condescending "use the search feature" remarks because I already have and have come up empty on everything except the twist rate, but that is mostly related to the 7mm 08 and I am not sure if you would use the same twist for the higher velocity of the magnum.
