The diagram in the link you posted shows it's correct subtension at .13" @ 100 yds or .35cm @ 100 meters for the P4F.
Are you sure you're looking at the right one?

Yes dimension "C" on both diagrams.

If I could attach the PDF that S&B e-mailed me yesterday I would. It clearly shows it at 0.06 @ in/100yd or 0.18 @ cm/100m

Here is the PDF in question. Assuming that it is for the SFP 12.5-50 it would make perfect sense.
A misprint is always possible. Typos do happen.

I have two PMII scopes with FFP P4F reticles, 5-25 and 12-50. Other than some minor changes in layout the lines are the same thickness. There is no way my 12-50 line thickness is .06" @ 100 yards. That is thinner than a Nightforce NPR2 reticle of which I have 2 of them and have a hard time seeing both

If you look at the date of that drawing (2007, scopes not available in US until 2010) and the fact that it is for a 12.5-50 (current scopes are 12-50) I believe that is not the current FFP P4F.

Both of my FFP P4F reticles are .035 MILS or .120 MOA or .126" @ 100 yards.

The 12.5-50 was originally designed as a SFP scope but is now offered in both FFP and SFP. The P4F is available in both FFP and SFP and P3 is available in SFP.
Subtensions listed on the PDF are at maximum power in a SFP scope as that was the only option at the date of the drawing.

what does FOV or magnification have to do with reticle thickness on a FFP scope? The drawing clearly says "focal plane 1"
