SBR build questions

I currentlt have a 16" AR with a good lower, trigger group, and nice LPK. Itd save me money to pay the $200 stamp instead of building a pistol. If im assembling the 10.5" upper can i file form1? Also there isnt any reason i cant reuse the current lower correct?

Correct. Can file the form 1 on your current lower and swap uppers, no problem.

You only need the lower to file the Form 1. You just need to know what barrel length and OAL you're going to have when the SBR is 'manufactured' (which can be changed afterward from the original config ie: swapping uppers) when filling out the form. I'm not sure what you're asking with regard to your second question.
