Let's say you pick up an SBR with a 11.5 inch barrel, send in the paperwork and it clears. Now you have the itch for a 14.5 inch barreled upper. Can you use the 14.5 in. upper on the registered SBR lower without any additional paperwork or can you only run another 11.5 inch upper on that lower?

Yes it is perfectly legal. If you make a permanent change (get rid of the 11.5) then you need to send them a letter saying you made the change.

So when you fill out the form and they ask for barrel length you just put 11.5in as the original and if you get asked to produce the paperwork for the rifle and you have a 14.5 inch upper on it you're still OK? Just want to be sure, Lol!

What I suggest is put down whatever upper you plan on keeping on it. If you use a longer or shorter one, just have the original accessible.

If it is a registered SBR, you can put any barrel length you want to on it regardless of the length listed on the Form 1/4. So if it says 11.5" on the Form, you can use a 3" .22 barrel or a 24" 6.5 Grendel or whatever, they are all good to go.

ATF requests you to notify them if you make a PERMANENT change from the configuration listed on the form so they can keep the registry accurate.
