It becomes an SBR, but there is no prohibition that I am aware of against installing a barrel longer than 16". In fact, there is a provision to contact ATF and have the weapon removed from the SBR list if you intend to permanently affix a longer barrel. In short, it's not a long barrel on an SBR that'll get you screwed, it's a SHORT barrel on a non-registered, non-tax paid weapon that'll get ya.

Of course, this is free advice on an Internet forum and should be treated as such and valued accordingly.

Note I made reference to "tax paid". Thus the answer remains, YES.

$200.00 tax stamp, Yes!

Laws against placing a 16" or longer barrel on a registered SBR receiver. NONE!

It's best to list the shortest barrel on your form just in case you want to go longer.

Lets say you list a 7" barrel, this will allow anything longer, but not shorter.

All NFA stuff is similar in terms of the BATF process.
Form 1 to make, Form 4 to transfer, or Form 3 for SOT to SOT transfer.
Form 1 & Form 4 are normally $200 unless it is a tax exempt transfer.

The way it was explained to me, for a Form 1 SBR was that you can put whatever barrel length you want on it, but you must be able to restore it to the configuration listed on the Form 1.
(ex. My Form 1 SBR is for a 10" barrel, but I also run a second upper with a 14.5" barrel.)
If the changes cannot be undone, you must contact the BATF and have the Form 1 amended to reflect the permanent change.
For a Form 4 SBR, it is my understanding that the same rules apply, but I'm not sure whether or not you can ammend the form or not.

Please do not treat this as the gospel though.
I do not have a letter from the BATF stating this nor do I have any references to support it.
If anyone has more accurate information, please correct me.

Yep, I bought an inexpensive pistol buffer tube, and changed it when I got my form 1 back. youll need the spring and buffer anyways. At least you can sight in and get a feel for the barrel lengths that you want if you know someone with a few different pistol uppers.
If you plan on suppressing it, go at least 11.5

If you cut your barrel and have it in posession but have not built the upper, you are still in violation. It is considered "Constructive Intent", and you are still screwed even if you only have the pieces. If you have already cut the bbl, slap on a pistol tube and wait until you get your stamp. If you haven't applied for your little blue stamp of freedom, then get rid of the bbl,as in not on the same property, and fill out your paper work. In the mean time, give it to a friend who does not own an AR for same keeping or something. The ATF has ZERO sense of humor, and ignorance is no going to get you out of trouble.
