On a side note, consider going with a 14.5 incher and a pinned mount/flashhider. I've got a SBR lower, and have gone to the 14.5 because I didn't like having to keep track of paperwork and never leave the SBR hanging in my wife's truck. Couldn't loan it out, etc. Of course, mine was a 12.7, with a mount on top of that - so I wasn't but a couple inches shorter than a pinned 14.5. If you are going shorter than 12.7, then it might be worth it to you. I do kinda miss my shorty at times, but it's nice not to have to keep track of where it is all the time. Noveske's little pinned 13.7 rig calls my name at night, too. Short is fun, but make sure it's worth it to you. I tend to want to sink stamp money into suppressors.

I think as civilians there is no clear cut benefit to a SBR other then they are fun to shoot and are small. Yes, you look cool at the range and your local 3 gun events but other then that.......

I have a 7" AR that I bust out for MG shoots and group gatherings. Other then that I don't shoot it a whole lot. I am usually on a bolt rifle.

My Form 1s took just as long as my Form 4s.
Did a little experiment last year and sent a Form 1 and a Form 4 in around the same time.

That is not true, your choice of attachment will be permanent though. I just had ADCO pin a Ops Inc brake to a M4 length barrel for use with my 15th. Discuss it with your smith. I agree with KYS338 regarding SBR's, their is not alot of use outside of the "Cool factor" in the civilian market. My M4 length and 16" get much more field time now since I am retired. Not to mention shorter barrels are harder on suppressor longevity.

the answer is it really depends on your examiner. It can be 4 months or 4 weeks but it has lots of variables.

In discussion on the use of SBR's...I use my 10.5" 6.8mm as my primary hunting rifle. I hunt in the mountains of Virginia where 125 yard shots are long. It is short, maneuverable and the 6.8mm is a great round for deer.
