Who would you recomend as the best metal scope level that fits on a pinnacle rail.

I did a quick search for "pinnacle rail", in case I wasn't aware of the brand. By any chance did you mean "picatinny rail"?

If so, how about this:

Both have nice threaded, protective caps.

Bought one two months ago and it really works well, but yet can be out of the way

Or the ultimate in scope levels is a US Optics SN3 with the internal bubble level - you never have to adjust off of the scope to see if you are level.

FWIW,
these levels work very well.
Assuming you are right handed, the level sits just forward and above the parallax knob and allows you to see it through your left eye while maintaining your sight picture in your right eye.....
