Rifle Scopes Scope Magnification

Ok, so I've been thinking about this for a couple of days. I was looking through a fixed 4x leupold I have and than a cheapie weaver cx9 that was on 4x. I notice when I looked at the same target/distance that the leupold has a more "magnified" target that than of the weaver that was on the same power. I did another test with my Burris 4.5x14 and compared it to a Nikon buckmaster 4.5x14 and when they were both on 10x, the burris produced a more "magnified" target. Why is this? I know quality has to do with clarity, but are the lower end guys short-changing us on the magnification as well?

Make sure you are not looking at field of view instead of magnification. This may vary from one brand scope to another.
