Depends on what you intend to use your rifle for, basically what distances you want to use it for.

The elevation adjustment of scopes are limited.

So having a 20, 25, or 30 MOA base may help to keep the scope within a useful range of elevation adjustment.

That depends on your scope.
Check the specs and see how much elevation travel it has, then run the numbers on the load you are shooting and see if the scope has enough travel (moa or mils) to get you there.
I would suggest getting the 20 moa base. You'll have the extra elevation if you need it, and it'll probably cost about the same as the 0 moa base.

Yes, better to have and not need than need and not have. Though the NF 15X has plenty of adjustment range @ 110 moa elev.

Think about the money you spent on that NF scope and, then, think about how you'll feel if the rings you get mark the scope tube. Maybe that's a non-issue for you. But, if you're like me, you might want to think about NF rings to protect your investment in that scope.
