yep had a murder at the mp barracks across the quadrangle from me, one mp stabbed another threw him out the 3rd story window, guy crawled around building up steps to cq desk and died right there on the floor. payday afternoon, on a saturday. jagermeister and beer in germany, these were nuke mp's guarding the nuke site we had next to our barracks.

Actually it was to stifle smuggling so the struggling young nation could collect and enforce tariffs. But I guess one could argue that protects commerce, but it really protects the income of the new nation was poor and struggling.

That was the Revenue Marine (later the Revenue Cutter Service and predecessor to the US Coast Guard), founded in 1790. It wasn't until the Naval Act of 1794 that Congress authorized the first seven frigates that became the core of the US Navy with the purpose of protecting American merchant ships from muslim pirates (what goes around comes around).

The Continental Navy died soon after the war was over and I'm not sure if there were ever any tariffs for it to collect or enforce. It was mostly a ragtag collection of ships to screw with English shipping wherever it could. Capt. John Paul Jones' action against Serapis was the exception not the rule.

RE: #2 - Yes, the Navy is an incredible and important tool that helps to insure commerce on the high seas. The problem is when US Foreign Policy and US MIL power are used for the exclusive benefit of the few (and not necessarily even US citizens) at the expense of US credibility / US money / US security / and individual US lives.

Toxicology reports came back negative, no alcohol in his system. Looks like they preferred to kill a fellow soldier than take a chance getting caught. If they are guilty, I hope they are hung. Word would get out pretty quickly, less likely that someone else would steal from a fund or kill to hide their misdeed.
