Gunsmithing Setting Headspace

Just from a curiosity stand point and wanting to learn somethings about correct rifle building etc I have watched several videos and a couple of acquaintances set headspace on a couple of different make rifles. My question in regards to setting the headspace is: Do you need to remove the extractor and ejector to set the headspace or can it be done w/o that? It seems there would be some resistence from the ejector spring causing a bit of a false reading.
 
On certain guns, the ejector may provide enough force on the gage to cause issues, but I've never noticed a problem with this on Remington 700s. It doesn't take much "feel" to distinguish between the ejector and by the lugs not wanting to close on the gage.
