Aircraft carriers are really good for kicking around 4th and 5th tier countries.
That's what China and Russia have theirs for.

More than likely they have taken a bit of a look and realized in a peer war with us or near peer war, why spend all that massive money on a huge big target that will probably get sunk pretty quickly when you could spend the same amount of money on missiles, nukes, subs, drones, hackers and other weapons designed to more cost effectively cause damage / casualties to an expeditionary force.
