Seriously, absent time travel or precognition, determining who is gonna actually go off or who is just talking shit is impossible. You can't finger a serial killer until after it happens, and it's known that people say shit they don't really intend on doing as a way of just releasing steam.
If I was held accountable for every time I got pissed and said something stupid, I'd be away for life.
On the other hand, I'm not a teacher during a school shooting epidemic threatening yet another shooting, and the people I've ranted to in the past knew me well enough to not take it serious. I can see why she was questioned, but "terrorism" charges seem a little over the top. Kinda like how pipe bombs are "weapons of mass destruction" in some states.
